The effective development of climate change policies in Canada and other federations must recognize both the constraints and opportunities that come with federalism. Of paramount importance, given the substantial heterogeneity in the characteristics of Canada’s provinces, is determining a `fair’ way to allocate the burden of emission reductions throughout the federation.
